They realize what it is, but because it’s fried from the 1976 supernatural explosion (the mixture of Andy's spark and the Dark Killer's physiology), their scientists can't make sense of its temporal matrix.
• Enter Harold Meltzner (2007): On May 29, 2007, the military recruits Harold. His entire job in that secret Arizona bunker is to reverse-engineer Andy and Kevin's device.

When Andy and Kevin use the device under extreme duress to flee the supernatural inferno in 1976, their device reacts violently with the Dark Killer's physiology. When they snap back to their present day (2001), they don't just land quietly; the machine vents a massive chronological energy signature.

Government satellite arrays monitor this localized "Chronological Shudder" over New Prairie. Agents move in, confiscate the device from a couple of traumatized college kids, and seal it away. That fried, unreadable piece of hardware is the exact artifact handed to Harold Meltzner on May 29, 2007.
